Our Story

Rooted in Dambadeniya, Built for Alawwa

Alawwa Pradeshiya Sabha traces its origins to the old Dambadeniya Kingdom, the third kingdom of Sri Lanka. What began as a small village council in 1935 has, over nearly nine decades, grown into the local government body that proudly serves the Alawwa community today.

1935 A Village Council Is Born The Alawwa Village Council was first established, centred around the historic Dambadeniya Kingdom — the third kingdom of Sri Lanka.
1971 – 1983 Councils Change, Governance Continues The area was reorganised several times — as two councils under the Dambadeniya electorate in 1971, under a special commissioner after 1977, and under the Kurunegala Development Council from 1983.
1987 Alawwa Pradeshiya Sabha Is Established Under the Local Council Act No. 15 of 1987, Alawwa Pradeshiya Sabha was formally established, with its head office in Narammala and five sub-offices serving the area.
2011 Alawwa Becomes Its Own Council From 1 April 2011, Alawwa was separated from Narammala to form its own independent Pradeshiya Sabha. Later that year, the first election gave the new council 13 members, with Mr. M. M. Sandhya Kumara as its first Chairman.
2018 The Divisional System Arrives The February 2018 election — the first under the new divisional system — brought in a 28-member council. Mr. M. M. Sandhya Kumara was appointed Chairman again, with Mr. Dharmaratne Herath as Vice Chairman.
2021 A Transition in Leadership Chairman Mr. M. M. Sandhya Kumara passed away on 11 July 2021. Vice Chairman Mr. Dharmaratne Herath served as Acting Chairman, and from 29 October 2021, Ms. Padma Vathethewa was appointed Chairperson.
2023 Governance Under the Secretary When the elected council's term ended on 20 March 2023, the council came under special commissioner rule, with a series of secretaries — Mrs. J. A. S. Jayasinghe, Mr. J. M. P. Jayasekara, and Mrs. M. P. C. Renuka — ensuring uninterrupted service to the people of Alawwa.
2025 A New Council, A New Chapter Following the 2025 local government election, Mr. P. G. A. P. Paranagamage was confirmed as the Honorable Chairman. The new 26-member Maha Sabha held its first sitting on 12 June 2025 — opening the newest chapter in Alawwa's story.
2026.07.10 A New Secretary Takes Office Secretary Mrs. M. P. C. Renuka was transferred to the Kuliyapitiya Urban Council. Mr. J. M. Nimal Jayasingha, from Narammala Pradeshiya Sabha, took over as Secretary.

The council was dissolved and administered by a special commissioner in Year 1977 and Year 2023 ; in 1983 it was reconstituted as a Development Council.
